About the EVENT
Held every two years, the Natural Gas Seminar reaches its 21th edition, establishing itself as one of the most relevant forums for discussions on the priority topics in the natural gas sector agenda in Brazil.

Diversification, Competitiveness and Sustainability
Under the motto 'Diversification and Competitiveness: Pillars for Sustainable Expansion' the key stakeholders across the entire value chain and the industry's leading experts will come together to discuss the challenges and strategically relevant topics for the sector. In addition, they will highlight trends shaping the future of the industry and solutions for the broad development of the natural gas segment.

Opening Session
CEO Talks - Petrobras
Growth in domestic natural gas supply: prospects and challenges
This session will discuss the prospects for growth in gas supply and its structure over the next 10 years, considering domestic offshore and onshore production, as a result of planned investments. How to ensure the introduction of major projects (Raia, SEAP)? Challenges in making smaller or onshore fields viable.

Competitiveness of new sources of imported natural gas: Argentina and LNG
Argentinian gas imports: how much, when and at what price? Via Bolivia and other routes?
In addition, there are several new LNG terminals: What is the role of the new LNG terminals? How competitive are these new sources compared to domestic gas?

Expert Talks: The economic scenario and its impact on Brazil's reindustrialization

Palestrantes:
- Marcos Lisboa
A presentation by economist Marcos Lisboa on the Brazilian economic scenario and its impact on the reindustrialization of Brazil.
Bio: Currently serving as managing partner of Gibraltar Consulting, Marcos Lisboa has a track record that includes experience in academic institutions, the government and as an executive in financial institutions. He was the CEO of Insper between April 2015 and March 2023, after having served as the institution’s vice-president from 2013 to April 2015. From 2006 to 2009, he served as executive director of Itaú-Unibanco and from 2009 to 2013 as vice-president. From 2005 to 2006, he was president of the Brazilian Reinsurance Institute and served as Secretary of Economic Policy at the Ministry of Finance from 2003 to 2005. In addition to his previous positions, he worked as an assistant professor of economics at the Getúlio Vargas Foundation’s Brazilian School of Economics and Finance between 1998 and 2002 and previously as an assistant professor of economics at Stanford University’s Department of Economics from 1996 to 1998. He holds a Ph.D. in economics from the University of Pennsylvania.

Debate on the future of the industry's gas demand
After Marcos Lisboa’s presentation, a debate will be held on the prospects and challenges for expanding the industry’s demand for gas, also considering end consumers’ decarbonization strategies.

New demands: data centers and heavy fleets
In this session, we will focus on the potential sectors that could bring new demand for gas. Two sectors look promising. We will discuss the role of natural gas in the context of increased energy demand for data centers linked to Artificial Intelligence. We will also discuss the potential for replacing diesel with natural gas and biomethane in truck and bus fleets.

Towards a greater integration of the gas sector with the electricity sector
This session will discuss the role of thermal generation as a source that brings greater security and resilience to energy supply, in the context of the growing participation of renewable sources in the electricity mix. We will also discuss how the Capacity Reserve Auction (LRCAP 15) fits into this context, and how the (re)contracting or exit of thermal plants can affect the viability of the gas transportation link.

CEO Talks - Galp
Connecting supply and demand: investments in infrastructure throughout the gas chain
How can we ensure that the investments needed to connect potential supply with gas demand are implemented in a timely, coordinated and efficient manner? A presentation will be made of the rationale and status of the National Integrated Natural Gas and Biomethane Infrastructure Plan (PNIIGB). The panel will bring the private sector’s view of investment opportunities and risk perception.

Flexibility and liquidity: Paths to maturity for the Brazilian gas market
Mature natural gas markets are characterized by multiple transactions carried out in a competitive environment, creating liquidity, flexibility and development in the short-term market (hub for trading the gas molecule). The Brazilian natural gas market is taking its first steps in this direction, but we must go on regulating the provisions of the New Gas Act as quickly as possible. This panel will assess the status quo of the opening process and point out the challenges to be faced by agents in order to move forward with the implementation of an open, dynamic and competitive gas market.

Regulatory challenges for gas transportation in the post-opening landscape
This session will discuss the most pressing regulatory and operational topics regarding gas transportation, bringing in the views of carriers and shippers. Topics such as tariffs, BRA amortization, impacts of the end of legacy contracts, and expansion plans, among others, will be discussed.

The present and future of natural gas taxation
With the opening of the natural gas market, new activities have emerged throughout the gas value chain and new/more numerous transactions between agents in the sector. This new business environment implies an increase in tax complexity, with operational problems that must be addressed. In this context, a new challenge arises due to the recent passing of the Tax Reform Bill. It is crucial to ensure legal certainty for the transition period of the tax model, securitizing economic conditions to boost growth in gas demand and the development of new associated businesses. This session will discuss both short-term operational problems and future challenges arising from the Tax Reform and the necessary updating of the tax framework for natural gas transportation.

Towards COP 30: The role of natural gas in the energy transition
The role of natural gas in moving towards a low-carbon economy has become more prominent around the world, but in discussions about Brazil’s decarbonization strategies, there are different and sometimes contradictory views. This session will begin with a presentation of the Sectoral Climate Plan – Mitigation and Adaptation – for the Energy Sector, to discuss the potential of natural gas as an enabling activity for the decarbonization of various sectors of the economy, for example, in replacing the use of coal and liquid fossil fuels. In addition, the role of gas as an energy source with the best vocation for complementing renewable energy generation will be discussed, ensuring security of electricity supply and its resilience in the face of extreme climatic events. Natural gas is also being positioned as a precursor and facilitator of the widespread use of biomethane.
